Steps
1. Applicant submits form
The user opens Become an auction holder and submits [wcap_holder_apply].
2. Review in admin
Open Auctions → Holders (or holder applications screen) and review the pending account.
3. Approve, reject, or suspend
Approve to allow creating/hosting. Reject or later suspend to block publishing and hosting.
4. Confirm notification
The holder should receive an approval or rejection notification when email is configured.
